When I was younger I used to throw away my nail polish in the garbage. Only recently did I found out that I should be disposing it in the Household hazardous waste disposal. Now I don't do that for my cotton balls fill with nail polish remover. I probably should find it if that goes into the garbage.

I don't know about other cities, but please check your city disposal website for drop off stations.
EDIT: I just also found out that all make up should go with the Household Hazardous Waste disposal. Interesting.
